Betting limit increase by former B.C. Lottery CEO prompted policy changes

Former B.C. Lottery Corp. head Michael Graydon approved an increase in betting limits at high-stakes baccarat tables in the province’s casinos, including Vancouver’s Edgewater Casino, while he was negotiating a job offer with Paragon Gaming, according to correspondence obtained by the New Democratic Party.

Las Vegas-based Paragon owns the Edgewater and is building a $600-million “urban resort” in downtown Vancouver. Mr. Graydon, formerly the chief executive officer of the Crown lottery corporation, is president of Parq Vancouver, a Paragon affiliate that is building the new urban resort, which is to include hotels, restaurants and a relocated Edgewater Casino. He joined Paragon’s operations in February, 2014, a week after leaving the lottery corporation.
