It’s hard to know who is benefiting from Canada’s pipeline paralysis, except the regulatory lawyers.
For while Canada has done a good job of moving large projects into the regulatory stream, it’s been lousy at getting pipelines out of the hearing room and into the ground.
Today, the Keystone XL pipeline, Northern Gateway link and Trans Mountain Pipeline expansion proposals are all languishing in regulatory limbo.
